67th CRA MEETING HELD TUESDAY 13TH JULY 2010

A review of the meeting with the Mayor about the instigation of an Entity took place. The partial Entity proposed by the council was described as covering street lighting, cleaning and green areas. Jackie Galvez explained the council would arrange a meeting to explain this to the residents of Camposol and seek nominations for the management committee.. She stated that all residents would be involved not just the Residents Association.

BO had a meeting with Luis of the Business Centre to seek advice regarding lawyers acting for us in the future. A meeting has been arranged with Anna, a lawyer whose speciality is urbanisation law, on Thursday 15th July and BO, LC, JN, JD and JS will be present. JS pointed out that she didn’t think the CRA could afford to pay a lawyer for long term. BO replied that it was his thoughts that we should only engage a lawyer on a pay as you go basis and seek advice one step at a time. The first step is to check if the Mayors proposal for a partial entity is legal and where we go from there.

It has been suggested from some quarters that the CRA fund technical reports & legal assistance for the A.S.H.O.C. Over the years the A.S.H.O.C. have spurned numerous approaches from the C.R.A. to cooperate over dealings with the Mazarron Council while Mazarron Council have chosen to marginalise the CRA by refusing them an input on matters pertaining to sector A.

The CRA therefore do not think it appropriate that that they spend money that has been kindly donated by its members from all sectors of Camposol in pursuing actions they have no input in or control over.

BO had however written to the Sector A Chairman requesting an informal meeting to discuss the problems both were experiencing with the town hall. He had a reply that Frans Permentier would contact him in the near future to arrange an informal get together.

AGM: PP is trying to contact Diego at the hotel to make arrangements for a meeting in September.

BE is working on the Simple Guide to Camposol which we hope to publish before the AGM.
LC is also working on the local information guide, again hopefully to be published for the AGM.

Recruitment Drive: JN is going to ask the manager of Consum if we can use their lobby. BO had spoken to RAMA in Bollywood and he had agreed for us to use his forecourt as well. It was suggested that perhaps Val could have recruitment forms available when she in Kennelly’s on Friday’s. JS will speak to her. JD will do a ‘trial run’ on Friday 23rd July.

Bank Signatures: With the departure of Gregg Green and Mary Cooper from the Committee it was proposed that BO and LC should be the new signatories on the existing bank account.

Cabin: It was reported that the cabin door is not shutting properly and needs a carpenter to look at it, and possibly make a letter box in the door, for membership forms to be posted. LC is going to talk to a carpenter.

Spanish view of Camposol: BO asked JN if he could tell from the meeting with the Mayor what they actually thought of the CRA. JN said they he got the impression from the council that we were worried about our position regarding an Entity. They thought that the CRA only represented our side of the motorway, B-C-D. Jackie Galvez actually said that ‘they are worried about their side of the road’. JN thought that we should be united with Sector A rather than be divided. He thought the Council feels that if they negotiate with the CRA concerning Sector A then that will negate the ASHOC.

A.O.B : PP advised that there is an Ombudsman for Local Government. This was already known by some members.

JD suggested we offer the cabin to Age Concern on the days we are not using it. BO has been invited to the launch meeting of Age Concern on the 17th September at the yacht club in the Port of Mazarron.

JS thought we should open the cabin more frequently. This will be looked at after the August break.

Cover is arranged for 19th July with JN and PP and for the 26th July with JD and his wife with BO as backup.

Meeting closed at 12.55.

Following the main meeting a one agenda meeting took place. The one item under discussion is the closure of the Cajamurcia bank account, because it is not used and is incurring bank charges. JS had a letter prepared for the committee members to sign as authorisation to close this account.

1. J.N. and J.G. agreed to share the role of translators for this meeting.

2. Secondly, permission was asked for B.E. to record our meeting with a voice recorder. F.B. said there was no problem.

3. The meeting begun with Jose thanking all those present for attending the meeting, especially the Mayor.

4. B.O. asked “In the recent meeting between ASHC and the Mayor and meeting between the CRA and councillor Galvez the minutes state that you are now going to enforce a Entitad on Sector A and then presumably the rest of Camposol. This contradicts the possible middle way forward that has been discussed with you in meetings with the CRA over the last 9 months. Is this what you intend and if so why the change in policy?”

F.B. explained that they had not changed their policy towards Camposol, they are following the procedure laid down by the law relating to not only Camposol but to all urbanizations. They had been looking to find a formula that would be the best way forward for the procedure of the self management of Camposol. He also stated that the Plan General, the Plan Parcial and our contracts state that Camposol will be run by an entity. The Council are looking at the best way to assist with the collection of community fees as they found that the problem of how to ensure that all residents paid their fees was the biggest fear when the first entity was set up on A Sector some years ago. He went on to say that it has to be clear that all the costs associated with this and the maintenance of the community will have to be met by the residents and they have always said that. He added that “Camposol should be self sufficient.” “The Council will ensure that the administration is being done properly.” He went on to say that they are trying to find administration companies that have experience of the type of urbanization such as Camposol and what they will have to do with that company is find a way to finish the urbanization. Entities have duties regarding conservation and maintenance. To get Camposol up and running the residents will be responsible for the street lighting, cleaning and conservation of landscaping areas. These landscaped areas are in fact being looked after by the residents already. The Mayor thought that the best option is to suggest two or three administration companies and we can choose whether to go with one of those or look elsewhere.

J.G. stated the Town Hall have to deal with representatives of all homeowners, and not just a residents association.

F.B. said the Town Hall will study how to elect this representative committee of all B, C and D proprietors.

5. B.O. “In the Plan Parcial for B, C & D it states that these sectors when taken over by the Council will become part of the entidad that will have been formed for A Sector. How can this now be amended to your proposal of different entidads for different sectors?”

F. B. The matter of whether there will be one or two entities or whether they will come together is complicated and it might be better to have several because of the size.

B.E. made the point that the Garrigues report states that B C & D sectors join A sector’s conservation body.

R.F answered by stating that there are no legal restrictions and once the administration is put in place we can organize ourselves as we wish. We could even have separate administrations for poligonos if we like although each separately managed area would have to contribute to the common facilities such as that of the treatment works

F.B. said that because of the reality of the situation and especially the street lights, the self management should function now.

B.E. “Are you saying we should start the entity process on B, C & D now?”
J.G. “Yes.”

B.E “Even though the infrastructure is far from being up to standard or completed?”

F.B. & R.F. both said yes but it would still have to be completed.

J.G added that we “would be paying for the street lighting not mending the roads.”

F.B “The Council have to by what ever means ensure Masa finish the Urbanization by taking the guarantee or whatever.”

B.E “But we know and the Mayor has agreed that there is a big shortfall between the guarantees and the amount needed to put things right.”

F.B “First we have to get that guarantee and see what we can do with it. We are going to take the route that will finish the urbanization. We will see what the administration company can do, we shall see what the bank guarantees are and what we can do but we have to find that route.”

B.E. Shouldn’t there be a detailed survey done by engineers to determine what the cost will be.

J.G “They are doing that. The detailed survey goes back to Masa telling them what is needed.”

J.A.R. stated that they already had reports for all Camposol.

B.E. questioned this on the basis that there has not been any evidence of the presence of the necessary engineers or the type of investigation that would be needed. A suitable survey would for instance need such things as test bores to investigate the underlying problems with the roads.

B.O. “Can we summarise?” You believe we have come to a crossroads where we have to start looking after things ourselves by way of an entity or the like, but we will not be responsible for unfinished works or works not up to standard.

R.F said we should not worry, we (the council) shall have to do what we have to do, and we do not have to complicate your lives. It is the council’s responsibility to ensure Camposol is finished to the set standards. At the same time we (the residents) have to organise to pay for expenses relating to the responsibilities that we take over. (Street lights, street cleaning and green areas)

F.B. “An Entity or any other form will not be responsible for any part of the infrastructure that had not been accepted by the council as up to standard and fit to hand over. The initial entities will run in parallel with the council administration. The council will be responsible for getting the infrastructure up to standard before handing it over to the entity. The council will seize the bank guarantees, decide with us on priorities and attend to them. The council will then seize land, assets and anything else to secure funds to finish of the infrastructure.”

P.P. asked if the Town Hall have to wait until the 2013 deadline to take action.

R.F. stated that because of the building phases are not completed, we have not to wait until 2013 and this deadline should not be considered at all.

J.G. stated the Town Hall is actually planning this and that the Council is no longer dealing with MASA in a friendly way.

6. B.O. “Will the residents of Camposol be expected to pay for the shortfall?”

F.B. stated that the shortfall was for the council to sort out and it should not be of concern to us, it was their job to ensure everything was finished to standard.

B.E. asked what the monetary amount of that shortfall is.

J.A.R. stated they have not quantified it yet.

7. B.O. raised the subject of the database.

F.B. said the council and admin company were able to compile that from their own and others records.

8 J. N. stated that duties about conservation and about maintenance are separate duties, and not the same one. And that Entities have mandatory duty of conservation, but not in maintenance, as it can be read in the Garrigues report. Therefore is no obligation for a virtual entity to pay for the electric power to the street lights and that Garrigues Report and article 26 of law 7/1985 support this position.

F. B. stated the Town Hall is not able to pay for the street lighting. It is the residents responsibility.

R.F. stated that, anyway, in the actual legal situation of Camposol, homeowners have to pay for street lighting. He also stated that this is just a detail and the important thing for Camposol as a whole was to form an entity or other form of self-management.

J. N. stated this particular detail is an important one for our members.

R. F. stated that once an Entity (or another form of self management) is running, further discussions about particular responsibilities can be arranged.

9. B.O. “As you are aware there is an ongoing strategy from Masa with possibly the assistance of Iberdrola to cut off the street lighting on Camposol. It will not be long before there is complete darkness and Camposol becomes an open house to every thief in Spain. This is obviously not acceptable and as the Mayor you have a legal duty of care, as stated in the Garrigues report, for all citizens on Camposol. Is it not about time that you took direct action to correct this serious situation?”

F.B. stated we must organise ourselves the sooner the better, to try to resolve this because the Town Hall can not. However, the Town Hall will do whatever it is legally bound to.

10. B.O. “At the last CRA meeting with the Mayor the council lawyer said that the problems with the rambla on sector D, which was holding up the acceptance of sector B, C & D, was not a major issue. Can we have an update on how this matter is progressing?”

R. F. stated that it is really a major issue but that is progressing through normal legal procedures. There was nothing new to report at this time.

11. B.O. “What is the latest on the Medical Centre Opening?”

F.B: “Medical centre will open this autumn, quite likely September. There are only a few small requirements to get it completed”

12. B.O. “What is the latest on the construction of the community centre?”

F.B.: “Contracts for building of the Community Centre were signed yesterday. They now have one month to start building”

13. B.O. “As you are aware there are many disabled car badge holders on Camposol but no parking spaces allocated for their use in the two commercial centres. Can this be corrected?”

F.B. said the council would investigate the situation of disabled parking bays.

B.O. pointed out that the taxi rank was unused and a waste of three parking spaces.

14. B.O. “With the hot weather and tourist season upon us, as you kindly did last year, could you increase the number of rubbish collections per week during this period?”

F.B. said refuse collection was still not being paid by Masa, but they will look into it.
Despite that, J.N. agreed to personally talk with Salvador Ardil, the councillor in charge of refuse collection, who was not present at the meeting.

The meeting commenced at 4pm.

Item 1: Minutes of previous meeting.

It was proposed that the minutes from meeting 65 having been read and agreed be approved.

Item 3: AGM and general discussion.

At this stage an extensive debate was held on the recent meeting held with J Galvez, the forthcoming AGM, the CRA Statement of Intent and the general situation surrounding Camposol.

Some recent events have highlighted an ever growing number of circumstances and problems on the urbanization that are cause for concern. This with the various disclosures that have emerged revealing council plans or in some cases the absence of plans for Camposol, it was felt that a review of many aspects of CRA policy and strategy would be needed.

With this in mind it was decided that a campaign of information was needed for the purpose of both dispelling some of the misconceptions that abound and of generally assisting the membership to form suitable and informed opinions before voting at the forthcoming AGM. It was agreed that a sub-committee consisting of Greg Green, Bob Owen and Les Crook will be responsible in undertaking this task.

It was proposed that to allow time for this information to be written and published and hopefully a more informed debate to be held the date for the AGM would be put back until early September 2010.

ASHC Street Lighting Email Complaint Campaign.

The statement below is posted to assist with the A Sector street light campaign which affects all sectors on Camposol.

The Sector A Committee is asking once more for assistance from all Camposol owners to help put pressure on the Mazarrón Council in reference to the Public Lighting being cut off completely. And as of todays date nothing has been achieved by the Mazarrón Council.

We ask you to collect a pre-printed form from the office in the A Commercial Center on Friday June 25th between 10 and 12am., fill it in with your personal details, and the Committee members will deposit officially all the forms at the counter of the Town Hall.

The extract below is taken from the last CRA/J Galvez meeting and gives details of who you should contact if you have a water leak or sewage problem on Camposol.

5. Now that the infrastructure on Camposol, especially the sewage and bridge, is showing regular signs of failure can we put in to place a more efficient method of communication between the CRA and Council.

JG agreed that it was important for the CRA and others on Camposol to have a point of contact to report these incidents and get them resolved as soon as possible.
It was agreed that Bob Owen (Tel: 968 970 577 or 647 849 260) would become a central point of contact for residents to report to within Camposol and JG and GG would then be contacted to advise Masa and Aquilia directly.

CRA/J Galvez Meeting 16th June 2010.

The meeting started at 11.15am.

1. In the recent meeting between ASHC with the Mayor the minutes state that the Mayor is now going to enforce a Entitad on Sector A and then presumably the rest of Camposol. This contradicts the possible middle way forward that has been discussed with yourself and the Mayor in meetings with the CRA over the last 9 months. Why the sudden change?

JG stated that there was still a middle way intended but the Mayors view was that the best way forward for Camposol was for there to be an Entidad supported legally by the Council. This would entail an Entidad Committee elected by the homeowners of A working with an administrator to agree a budget and collect an agreed annual quota for all owners which would be paid into a Camposol A account solely for Camposol purposes. The Council were looking in to ways that legal support could be provided to the Entidad which would allow for bad debtors to be pursued and made accountable for the paying of their quota using Council resources, rather than having to use the Spanish courts which would be expensive and drawn out.

This process would be to call a meeting of all owners on A and select a management committee which would then agree a budget with an appointed administrator.

JG stated that she hoped this process would be put into place before the end of 2010.

JG said that this would then allow the problem of street lighting and security to be taken over and resolved by the Entidad.

GG asked what would happen if Masa had not completed the Sector as per planning consent.

JG said that the guarantees were in the process of being applied for but Masa, as expected, were drawing the process out and she had heard that they were currently tidying up the green areas on A Sector. She stated that she still believed the guarantees would be paid unless Masa completed all the work outstanding but this would still take some time.

GG asked, if the guarantees were not paid then how would the necessary work to roads etc.. be completed before the proposed acceptance at the end of the year.

JG replied that the sector would not be taken over if the infrastructure for the street lights was not certified as functional by the Council engineer but the roads and green areas would be brought up to standard once the guarantees were received at a later date.

GG asked what exactly the Entidad was expected to pay for.

JG confirmed that the list in the Bye Laws were correct but said that full responsibility for roads would only be imposed after they were brought up to acceptable standards before or after acceptance.

GG asked which street lights were the responsibility of the Entidad.

JG replied all.

Prov 1: GG asked if it was still the intention to have two Entidads for Camposol.

JG replied that the Mayor thought that was the best way forward with an Entidad for A Sector followed by a separate Entidad for B, C & D Sectors. She thought that it would be beneficial for A to be used to formulate the procedures and the lessons learnt be put in to practice on B, C & D.

GG made it clear to JG that there would a lot of people not happy with this arrangement and the Garrigues report indicated that there would legally be one Entidad for the whole of Camposol. He also said that many people living on B, C & D Sectors resented the fact that an Entidad would be set up under negotiated rules for A sector on which they would have no say and yet still have them imposed on them at a later date.

JG replied that to the Council it seemed logical to separate the sectors because of the main road dividing them and she was not aware of there being a provision for one Camposol Entidad as written in the Garrigues report. She said she would look in to it. She also stated that it was only legally possible for the Council to negotiate with the homeowners of A and the Entidad committee re the acceptance and takeover of A.

Prov 2 : What do the inhabitants of Mazarron pay in IBI and what do they receive in the way of services for this payment.

JG used her only circumstances as an example. She stated that she lives in a townhouse with no garden on a standard street in the area. She pays approximately 300 Euros a year and this is used by the council to pay for:

• Council administration building and services.
• Local police and fire services.
• Roads.
• Street lights.

Prov 3 : GG asked why this system could not be applied to Camposol.

JG made the following points:

• The amount of IBI she pays is for a small town house and the 300 Euros is equivalent to what is charged for a two bed villa with swimming pool on a medium size plot on Camposol.

• Everything is relevant to what you pay. The roads in her area are in a poor state and only ever get repaired under grant money obtained from the central government which was a rare event. There are very few street lights.

• All urbanizations, small & large, and apartment blocks had their own conservation body and pay extra management fees.

GG asked if there was any way that this system would or could be put in place for Camposol?

JG stated that this was impossible as the authorization for the development of the Camposol Urbanization in both Plan Parcial was agreed subject to there being an Entidad formed.

2. There is some concern from our members that if guarantees for all of Camposol are taken from Masa at the same time that they will used to put A Sector right as it is being accepted first and nothing left in the pot for the remaining sectors. Can you confirm the situation with this.

JG stated that monies recovered from guarantees could only be spent on the Plan Parcial for which the guarantees applied. This meant that guarantees for B, C & D Sectors had to be applied to work on those sectors.

3. At the last meeting with the Mayor the council lawyer said that the problems with rambla on sector D, which was holding up the acceptance of sector B, C & D, was not a major issue. Can we have an update on how this situation is progressing?

JG confirmed that the lawyer was confident that if the proposed plan was submitted by Masa and approved by the Confederation Hidragrafica (CH) then the acceptance and issues of all licences for Sectors B, C & D could proceed without the artificial rambla being constructed.

GG told JG that from recent information received from CH in Murcia there had been no communication from Masa about this plan and therefore nothing was happening.
JG agreed to speak with the Council architect to confirm the situation and she said she would come back to us.

GG then asked if this happened and Masa did not build the rambla then who would pay for it. JG didn’t have an answer for this.

GG stated that this was a very important point as at some stage even if the CH approved the project, if it was not built, they could still come along at a later stage and insist the rambla be re-enstated to its original condition.

JG stated that this was still the responsibility of Masa but after GG pushed her about the duty of care the Mayor had to the residents of Camposol she agreed to speak with the Mayor about the situation and come back with a reply.

6. Under Spanish law pensioners and large families receive discounted water charges. As Aqualia are supplying and billing for water on Camposol shouldn’t these discounts be available to those that qualify?

JG stated that she was aware of these discounts which were also available on other utilities. She said that even for the Spanish it was very difficult to apply and receive the grants. The only way they seemed to be successful was through local social services in cases of severe hardship.

She also felt that they would not apply to Camposol yet as water supply was still the responsibility of Masa and not Aqualia.

7. We have been approached by many people living on Camposol about the possibility of having a weekly market on Camposol as the majority of villages and towns in Spain do. Can you give us advice on how we should go about requesting the Mayor to grant a licence for a market.

JG stated that there was a major problem currently with local markets and many such as Canadas de Romero had been closed because of the constant complaints from the Civil Police of many traders not having the correct licences and being non-registered for social security and tax payment.

She said that the best method of having a market was for a street to be closed and licensed traders setting up on a set day per week. This would all be controlled by the local authority but couldn’t be put in to place on Camposol until take over by the Council.

8. There is a new group on Camposol looking at provision of facilities and activities for children. Will JG agree to meet this group to discuss how she and the council can help with this serious problem.

JG agreed that if this group contacted her she would be happy to arrange a meeting.

9. As you are aware the local Age Concern charity will soon receive its official charity status. We have been approached by Age Concern concerning the possibility of them having a small office on Camposol which can be used as a point of contact for what is a very worthy and needed cause. We do know that the Council own the small office on A Sect Commercial Centre which is currently just used a few hours a week by the ASHC. Is it possible for the Mayor to make this facility available for a short period whilst Age Concern raise enough funds together to obtain a more permanent site?

JG stated that it would not be possible to offer the use of this office as it would set a precedent for all charities to request its use.

She said that she would speak with Loius at the Camposol Business Centre to see if he would offer some facilities on a short term basis.

10. What is the latest on the Medical Centre Opening?

JG stated that the centre was now furnished and all communication lines installed. As far as she was aware it was ready to go and just waiting staffing which was the responsibility of the Murcia Regional Health Authority.

11. What is the latest on the construction of the community centre?

GG & BO were shown plans and drawings of the new centre. Both commented that it would be a very modern, light and welcome addition to Camposol.

JG stated that it should be open one year after building commenced.

GG stated that this was different to earlier information provided by JG and the Mayor that the building would be open one year after approval of the grant which was 1st March 2011.

JG then stated that it was all to do with when the grant money was received and would get further information and get back to us.

GG asked that JG organise a meeting with the Mayor as soon as possible.

JG agreed to speak with the Mayor.

ASHC Street Lighting Email Complaint Campaign.

Brits’ dream homes in the sun crumble along with unfinished developments

When Marjorie Drummond left Britain two years ago for a new life in Spain, she never imagined she would spend long days pulling up weeds under the scorching summer sun.

“This is not exactly what I had in mind when I came out here,” she laughs. Instead of sipping a glass of wine by the pool at her Spanish villa, Mrs Drummond spends her time doing this backbreaking job in temperatures of 40C (104F) – for nothing.

When she is not weeding overgrown pavements, the 55-year-old grandmother is raising money to pay for other jobs at Camposol, a huge housing estate that nestles in the dusty Valley de Rambla de los Aznares in Murcia, southeast Spain.

Filling the potholes that dot the roads, paying for a digger to make landfill sites or organising drainage trenches are among the tasks carried out by a hardy bunch of British expatriates who live on the estate.

Yesterday, grey-haired volunteers shovelled gravel for a makeshift pavement in the midday heat, beside a sign that read: “Welcome to Camposol. We can all work together and make a difference.”

Two members of the chain gang, Mrs Drummond and her husband Mike, a retired RAF staff sergeant from Telford, are part of a growing movement among expats in Spain. Instead of waiting for help, they are doing it for themselves.

Right now they have little choice. As Spain struggles to recover from the worst recession for decades, up to 800,000 homes lie unsold and many others are unfinished after the collapse of a decade-long building boom.

Scores of developers and estate agents have either gone to the wall or are teetering. Among the biggest developers, Martinsa-Fadesa is €7 billion (£5.8 billion) in debt, Habitat €2.8 billion and Tremon €1 billion.

This has forced many Britons who dreamt of retiring to live the easy life in Spain to wake up to the reality that their dream homes in the sun remain half-finished and there is little hope this is about to change.

This quiet revolution in Spain strikes a chord at No 10, where it chimes with David Cameron’s idea of the “big society”. The Prime Minister recently said: “We know that when you give people and communities more power over their lives, more power to come together and work together to make life better, great things happen.”

The Government’s plans include introducing a national citizen service programme for 16-year-olds, reform- ing the planning system to give communities more control over developments, letting public sector workers form co-operatives and giving the public access to public data.

In Camposol, Mr Cameron’s idea appears to be alive and well — albeit it on a more modest scale.

“Mr Cameron should come here and see what’s going on,” says Mike Margiotta, 64, a retired travel agent, from Newark, Nottinghamshire. Standing next to three landfill dumps funded by British expats, he adds: “We are doing this for ourselves and it’s developing a real sense of community spirit.”

Since 2008, the Camposol residents have raised €20,000 from donations and events such as rock’n’roll nights to pay for the work that Grupo Masa, the developers, never finished.

This predominantly British community, which has clubs such as the Green Fingers and the Busy Bees, bought their villas for between €200,000 and €90,000. Now, however, they find themselves in legal limbo.

Grupo Masastarted building Camposol 13 years ago and officially has until 2013 to finish the estate. By law, the local council at Mazarrón has only to collect household rubbish, rather than provide other amenities. The developer should fill the potholes, build flood drains and complete other small jobs. It fulfils its duty to maintain street lights.

Near Camposol, another estate, Mazarrón Country Club, attracted Britons who liked the idea of having a golf course a stone’s throw from their villas. The developer, Huma, did not build a course and when expats sued, the developer told a judge a huge “Golf” sign on the estate did not necessarily mean that a course was part of the deal. The judge did not agree and ruled against the developer, saying the course should be built.

The Times asked Grupo Masa to comment on the problems but did not receive a response. Mazarrón council declined to comment.

The meeting commenced at 2pm.

Item 1: Minutes of previous meeting.

It was proposed that the minutes from meeting 64 having been read and agreed be approved.

Item 2: Approval of new committee member.

It was proposed that Peter Pitt be voted on to the CRA Central Liaison Committee as a member.

Item 3: New Secretary.

Due to the unfortunate resignation of Mary Cooper through ill health, a volunteer was requested to stand as committee secretary. Bob Owen put his name forward and it was then proposed that he become secretary.

Item 4: Finance Update.

The treasurer gave out the following account details :

The CRA now only has one account at Caixa Axia with a balance of 19,505 Euros.
This is broken down in to:
Legal Only – 12,962 Euros
General – 6,410 Euros
Misc – 133 Euros
Cash in hand stands at 74.16 Euros.

It was agreed that in his capacity as secretary Bob would be added to the bank signatory list and Mary removed.

The ICA (Under build) finances were concluded with an outstanding balance of 760 Euros. 600 Euros were paid back to three committee members who had loaned this money originally to get the project up and running. 100 Euros had been used to pay off refunds to members who had requested their donation back and 60 Euros was allocated to a presentation to be made, with details revealed at a later stage.

The responsibility for running the ICA (Under build) facility has now been handed back to Dick Davies and the CRA thank the ICA for continuing to provide this facility for local groups.

Item 5: Membership update.

The current membership stands at 2,166 with 761 of those having been issued the new green membership cards.

It was decided that Joyce would take over the sole upkeep of the membership database as there had been some confusion when more than one person was involved.

Les will stay as Membership Secretary.

Item 6: Communication update.

Barrie mentioned that the last Camposol Journal printed the Editors written piece on the CRA and not his submitted article. The Chairman stated that he thought that this was to probably to do with cut off dates and would speak to the Editor to confirm this and ensure that if at all possible this does not happen again.

A reply had been received from the Foreign & Commonwealth Office in reply to a CRA letter to the Minister for Europe sent some months ago. The letter which will be displayed on the CRA Cabin notice board stated that there was nothing the UK Government could do in relation to Spanish internal affairs but did point out that on their website details were available for finding English speaking lawyers.

The committee voiced its disappointment at what can only be considered another cop out from the UK government.

Item 7: Spanish School Project.

Les gave a report on the project for English speakers to attend the local Spanish secondary School in Mazarron to provide assistance for students to practice their English.

The response has been excellent and the programme has been filled. It is thought that little will be achieved this school year as the summer break is fast approaching but Les expects the programme to be fully operational from the start of the next school year. Thanks were given to Les and Joyce for their work to date on this project.

Item 8: JG/Mayor meeting.

Some weeks ago the committee emailed Jackie Galvez requesting a time for a pre meeting with her followed by a meeting with the Mayor. Despite a further email request no reply has been received.

Les stated that he had also emailed JG at her business email and had received an email back from her secretary saying that JG had no news about a time or date.

The Chairman said that had been to the Mayors secretary in the town hall at the end of last week and had made a verbal request for a meeting with the Mayor. The secretary said she would get back to him this week. If there is no reply by Thursday of this week he will go back and speak with her again.

Item 9: Local elections 2011.

The Chairman gave a briefing on his investigations so far in to the 2011 local elections. He stated that it was possible for the CRA to start its own political party but this would cost well over 2,000 Euros.

He had also had a meeting with Pepe from PARAME about joining forces to fight these elections with an aim to get a number of councilors elected and possibly hold the balance of power in the new administration.

It was agreed that for the benefit of Camposol over the next few years it was essential that we gained access to the Council and put an end to the contempt we are currently being shown from this current Mayor and his councilors.

The Chairman agreed that he would have a further meeting with Pepe with a view to progressing this matter further and putting a proposal together. All agreed that nothing would be finally agreed until the proposed actions were discussed and agreed with the CRA membership in an AGM or EGM.

Item 10: Camposol Market.

The committee are still receiving approaches from members and non members who would like to see a weekly market on Camposol, possibly on a Friday.

It was agreed that further investigations would be made with JG once a meeting was arranged.

Item 11: Update on local childrens project.

The Chairman gave a quick update on a meeting that he had attended on Sunday 23rd May held at Kennellys Bar and organized by a group of parents concerned at the lack of facilities for children of all ages living on Camposol.

The meeting had been very positive and a working group formed. It was agreed that although the CRA was not directly involved the committee would provide support and assistance if at all possible.

Item 12: Update on local group legal action.

The Chairman gave an update on the legal action being taken by a large group of homeowners who have major structural defects with their villas. The CRA have allowed updates to be published on its website and once again will give help and support where it can.

Item 13: Street Lighting.

The Chairman gave an update on the committee’s recent attempts to obtain a meeting with Iberdrola to find a solution to the daily worsening situation regarding the street lights on Camposol.

He stated that Iberdrola had asked for a list of meter boxes and although this seemed suspicious, he had not provided a list but had continued with his attempts to get a meeting. This had resulted in an email where Iberdrola state that before they can accept responsibility for the street lighting they need a major project document which lays out the complete installation and engineering to national standards. They thought that this document would be with Masa and would be part of the takeover process by the local authority.

It would seem unlikely that the CRA would be able to obtain this document and it was agreed that this matter be brought to the Mayors attention once again and in the meantime the Chairman would continue to attempt to get a face to face meeting with Iberdrola.

Item 14: Website & Website advertising.

It was confirmed that the website had been updated and space for sponsor advertising developed. The first sponsor is now in place and others have made enquiries as to availability. It was thought that this was an excellent opportunity for local businesses to access our increasing website hit rate at a reasonable monthly rate. It would also generate a regular income for CRA funds. Anyone business interested should email their enquiry to info@cracamposol.com or telephone 671 188 808.

The Discount Club has now been updated and provides information on many local businesses who are willing to offer discounts to CRA card holding members.

Item 15: Cabin Duties.

It was agreed that as he was now the new CRA committee secretary Bob would take on the responsibility of maintaining the Cabin Duty Roster.

There being nothing else to discuss the meeting was closed at 4.30pm.
