Fact sheet for Contestants:

Thank you for applying for May the Best House Win. Here is a brief run down of how the filming works and what you need to do.

Three days of Fun!

The MTBHW shoot takes place over a three day period.

DAY 1 – The crew will spend half the day filming in your house. This will consist of you giving us a tour of your house telling us your favourite rooms, objects, items with a story etc. We will also film a sit down interview about yourself and what you expect from the week.

DAYS 2 & 3 – HOUSE TOURSOver the following two days, you will get to meet the other fabulous people we’ve found in the area and tour their houses. Each house tour lasts half a day, one of these tours will be of your house.

THE EVENING OF DAY 3 – THE BIG REVEAL – We will do one last interview in a room in your house, where you find out what the others have scored you and who has won the 1000€ prize!

The House Tours

The host welcomes the other homeowners into their home.  They can offer welcome drinks and nibbles if they want.

Once everyone has arrived the host gives the group a little speech about their house which can be as elaborate as you want. In the past the hosts have generally told their guests how long they’ve lived there, some background info about the décor, and set down a few light hearted rules about snooping around, such as “Don’t sit on my chaise longue!”

Once the speech is over the guests have a chance to look around the house without the host. They will be shown the whole house, although only filmed in three or four rooms.  If there are any areas you do not want them to go (kid’s bedroom or storage room) please let us know.  ­A member of the crew will always be with them. Whilst the house tour is going on the host will wait outside with the producer and prepare for the hospitality.

This is where the host puts on a little bit of entertainment for the guests. This is usually something that relates to the house or the host. For example if you’re sports mad you could do a keep fit class! Previous examples have included a Victorian afternoon tea, head banging to heavy metal and a magic act. This is only a small bit of fun lasting 15-20 minutes max.

Interviews & Scoring

Once the house tour and hospitality is over the guests will be interviewed individually in the host’s house to score their experience out of 10. They will also write a little comment on the back of the score card about how they feel, such as “Nice house, shame about the net curtains”.  You base your overall score on the décor, the way the house makes you feel, how much you like the house and how much you enjoyed the entertainment.

At the end of day 3, each host is interviewed in their own home and filmed reading these comments and the scores.

FAQ­

How many household members take part?

Only one member of the household can take part in the show,  however, others may be part of the hospitality/entertainment during the house tour.

Do I have to have hospitality entertainment?

Yes, but it doesn’t have to be elaborate, it’s just a bit of fun.

How many people will be in my house?

On day 1, a producer and one or two other members of the team will be in your house.

During the house tours, it will be you, the three other guests and up to five members of the team.

How long will I be needed each day?

On day 1 you will be needed for half the day. On days 2 & 3 you will be needed for the full day and the early evenings. Unfortunately as our schedules are tight there will be no time in the day where you can pop off to pick up the kids or run an errand.

I don’t want people going in my underwear drawer how I stop them?

Before filming please make the production team aware of anywhere you don’t want people to go.

How do I get to the other houses?

The production team will arrange transport to and from the other houses.

What about lunch?

The production team will provide lunch and refreshments.

If I win when do I get the money?

Payment will be by cheque, we hope to get this to you within a month after filming.

When will my episode be on TV?

This series of the show is scheduled to air on ITV1 in the UK in September 2012. You will be sent a DVD of the show once it has been aired in the UK.

What is a denuncia?
A denuncia can be translated as a “complaint’s report”.  denuncias_web

A denuncia is a statement that a citizen makes to a law enforcement officer to make known to the authorities an act (or omission of it) which the citizen presumes is contrary to Law.

If you know the author or any witnesses of the illegal conduct you should provide the details needed for identification.
When can I report?
You can report whenever you can consider yourself a victim or a witness of an illicit act . In the case of minors or incapacitated persons, the parents or the Attorney General (Ministerio Fiscal) may file the denuncia.
What kind of denuncias are there?
There are basically two kinds:

Denuncia penal (criminal complaint): All those complaints that communicates the commission of a felony or misdemeanor contained on the law. In many cases, if there is not is a criminal complaint by the victim certain crimes and most misdemeanors cannot be investigated.

Denuncia administrativa (administrative complaints): Those complaints that reports an act contrary to administrative law (regarding PublicAdministrations).

How do I report?
You can report by any of the following ways:

In writing, by submitting a letter, which must be signed. The authority or officer who receives it will sign and stamp all the leaves in front of the person who delivers it.

Verbally, to a law enforcement officer who will collect your allegations in writing. Then both  (the officer and the citizen) will sign the report.
In both cases the authority or officer receiving a complaint will note down the National Identity Card or any other document certifying the identity of the person who is filing the complaint.
If the person filing the complaint requests a receipt, it will be given.
To whom can I report?
To authorities, officers and agents who are responsible for investigating and punishing the allegedly illegal act.

Criminal complaints must be filed in courts, police officers of the place where the crime was committed or police officers of the residence of the complainant.
Administrative complaints must be filed with the territorial or institutional government officials. However, you can also report to any Security Forces (Guardia Civil, National Police, Autonomic Police or Local Police) with jurisdiction where the offence was committed or those of the place of residence of the complainant.

In the latter case, if during investigation of the complaint it is noted that the facts would constitute a criminal offence, rather than an administrative one, the complaint will be forwarded to the Judicial Authority.

If the offence is an administrative one, the denuncia will be forwarded to the competent administrative authority, may it be of the State, of any Autonomous Community, of any Municipality or Institutional.
What does a denuncia involve?
By filing a criminal complaint it begins a criminal court proceeding if the act depicted in it constitutes an alleged crime or offence against any Law.
The administrative complaint may result in:

Opening confidential reports to verify the allegations and identify the perpetrators.
Beginning of an administrative procedure for withdrawal of an authorization.
Prosecution.

A person making an administrative complaint must be given a receipt filed by the competent public authority This authority should tell you in due course whether there are grounds to open an administrative procedure or not. If it finally opens it, the same authority should communicate the outcome of it.
What are the consequences of false reports?
Article 456 of Penal Code states imprisonment or fines for those with knowledge of its false nature claiming to be victims of a crime or falsely accusing others as perpetrators of criminal offences.
The person who has been falsely reported may, in turn, report or even sue (querella) against whoever filed the false complaint due to libel and slander.

The Guardia Civil officers are not entitled to know English, although some of them do. The final report should be in Spanish.

It is advisable to know Spanish or to be accompanied by someone who does in order to be assured everything was done correctly and/or written down in the final report.

The meeting started at 5.31 pm.
Chairman’s Opening Remarks

BO proposed that the minutes of the last meeting be accepted as a true record. Accepted unanimously.

BO reported the number of e-mails dealt with during May:

Total of emails in the month:      364

The emails from potential buyers as reported in the last meeting is still increasing. Although there are some common items that would need a standard answer to be put in the FAQ section of the website, there are also specific questions that have to be answered individually.

Secretary’s report

JN gave some details on how he intends to manage meeting agendas and minutes.

Treasurer’s report

CRA accounts as at 20th June 2012:

Website Manager’s report

J Drewe stated that the website is now running normally and the stability problems experienced last month have been solved.

The new forum rule regarding the use of auto signature has now been implemented.

In future all new forum members will be sent a Welcome email containing guidelines to forum use.

J Drewe explained to the committee several options to solve the problem of exceeding bandwidth due to bogus forum registrations from spammers (between 40 and 60 of them every day). Finally it was unanimously agreed to double our current bandwidth.

J Drewe stated that this bandwidth and disk space increase shall allow forum members to post small images.

JN stated there are several free image hosting pages if our forum members wish to post large images without consuming our bandwidth.

J Drewe stated that a reminder about the action was included in the last e-newsletter, which resulted in some form returns as well as other members wishing to sign up. We now have 70 members interested and are waiting for 22 forms to be returned. A further reminder has been sent to those who have not returned their form.

It was agreed to contact the solicitor on 1stSeptember to begin the process. Therefore 31st August is a deadline for those willing to take part in this Class Action.

Future of the former MASA building yard on sector B

PP stated there are demolition orders to be applied to this illegal yard, asking if there is some way to activate the process.

BO stated that the Mayor told us in January the demolition orders were issued to MASA.

It was agreed that JN will try to talk with Deputy Mayor in order to get this situation clarified.

Notice board at Consum

SA reported that we were granted permission for the notice board from the Consum area manager due our path of action described in the last meeting minutes. The space granted, however, was somewhat smaller than we desired. It was agreed that we will adjust one of our cabin boards to that space. It was also agreed that we will include this action with the cabin operation discussed later in the meeting.

Denuncias

JN stated he translated the information about denuncias from the Guardia Civil website and put it along other useful denuncias information in a document.

This document it was agreed will be published on the website and on the cabin notice board.

The CRA can file a denuncia, but the signature of the direct victims or witnesses would be needed anyway.

Noise at night

JN stated that, despite the image of Spain as tending to permit noise at night, it only applies to particular situations, i.e. a neighbour giving a party. In no way Spaniards condone noise coming from a business.

As some problems have arisen regarding noise at night from businesses, the recommendations from the CRA is to call the Local Police (phone: 968 591 496). If they do not attend to the first call, be persistent and they will finally come. They have then to measure the decibel level you are suffering in your bedroom. If it is more than 55dB between 10.00 pm – 7.00 am, you can file a complaint with them.

Invoice to the Town Hall

It was agreed that JN will assist in the process of addressing the locksmith invoice to the Town Hall.

Cabin situation

BO stated that the land the cabin occupied with permission of Masa has been forfeited in a recent court case. The new owners of the land have demanded we move the cabin off their land. They also do not like the idea of using the plot as a car park. The Councillor for Foreign Residents, Pepe Gómez, has given permission for the CRA to re site the cabin on council owned land at the side of the Cultural Centre on Sector B.

BO also stated that he had a quote for moving it to that position.

After a discussion on the perceived alternatives, PP proposed to move the cabin next to the Cultural Centre. Seconded by SA. Approved unanimously.

AOB

JN stated there are some people scared about the water contract situation. Pepe Gómez told us he will advise us on the needed steps, but in spite of it, some people are going to gestorías and plumbers.

JN will try to clarify the situation and carry out further research.

There being no further business the meeting closed at 7.18 pm.
