After a considerable amount of scepticism the promised return of Camposol developer Masa has become a reality and at the time of writing it appears work associated Sector A’s street lighting, landscaping and road marking are underway. Further items due to be undertaken include necessary remedial work to road surfacing, footpaths and kerbing and it is hoped that the sector will be brought up to a suitably completed standard that will allow council adoption in the New Year.

This is of course just the first step of what will be a long and extensive process in bringing the whole urbanization up to scratch. A Sector is much closer to a finished product when compared with the rest of Camposol  and it will be found that conditions will dictate that the degree and complexity of the work will increase as progresses is made across the development.

The poor attitude towards quality by Masa in the past is plain for all to see and therefore the CRA will be seeking assurances from the council that our wayward developer is subjected to careful securitization. This will be particularly important in relation to the roads which are as well as being  one of the most fundamental  elements of the infrastructure are undoubtedly the most costly to rectify. As well as having a set of adequate specifications in place it is hoped that our municipality will also have call on competent and conscientious persons who are able to enforce them. As the present conditions on Camposol demonstrate, the previous administration failed to exercise much if any control over Masa and to let that happen again would be a tragedy.

On the positive side it is probably fair to say that there is now some light to be seen at the end of the tunnel and owners can now look forward to the end of a sorry saga.

Camposol District Journal

We have made no secret of the fact that we find the councils open discussions that operate under the banner of citizen participation to be an ineffective method of discussing the more complex issues surrounding Camposol and after stating our dissatisfaction on a number of occasions the CRA were finally granted a meeting with Mayor Gines Campillo on the 31st of October. The Mayor was assisted by Camposol Mayoress Kelly Ensor who as well as acting as translator was able to make some useful contribution in a number of matters. Along with Chairman Bob Owen the CRA contingent consisted of five other committee members all of which were keen to participate in what could perhaps be considered as somewhat of a notable event.

The meeting was initially given over to explaining the composition and role of the CRA to the Mayor and that of highlighting the need for exclusive CRA/Council meetings. At first there seemed to be some reluctance from the mayor to agree to this facility but after it was explained that we were not in any way expecting our preferred type of discussions to replace the open meetings, just too merely run in tandem, he has agreed to hold monthly consultations in the future.

The Mayor then confirmed a previous known situation that there had been two Masa plans submitted to the Confederación Hidrográfica with a view of resolving the D Sector rambla situation. He further stated however that a decision from that organization is still awaited. It was further confirmed that any scheme will have to also go through both local and regional governments but not as was stated at the September open meeting, the national government. Once this is done the process of changing the plan parcial can then proceed and which will be followed by the issuing of escrituras to those affected owners.

A question was raised regarding disturbing reports of a plan for the demolition of properties on D23. The Mayor categorically stated that there is no document that has been signed to that effect at the Town Hall and Kelly added that an attempt she made to obtain a copy of any such document from the originators of this claim has failed. We were further informed that Masa were due to attend the Town hall to discuss the matter of both D23 and D32 on the 25th of October but failed to turn up. At the time of writing we have been unable to establish if any further meetings have occurred.

Although the administration had previously stated that Masa would not be allowed to undertake any further property construction until they had satisfactorily completed the infrastructure associated with the existing development, it was felt the need to seek a further assurance.

When asked about the pharmacy on Camposol we were told that this will soon be here. The intended location is on the ground floor of the Business Centre on A Sector and although the licence to operate has been granted a further licence is required for the premises and any alterations. It is anticipated that this should be granted early in December but we feel that it is likely that the fitting out and stocking process will probably delay the opening until the New Year.

Bob Owen raised the question of if anything can be done for owners who through no fault of their own have been denied their Escrituras and are or will find that because of the delay they are liable to pay substantially more in plus valia tax then if they had been promptly issued with the documents. The opinion was that those affected should refuse to sign any contract which includes passing that liability to the purchaser. It is the seller who must, in law, pay it. At that time it would be beneficial for owners to take a group action and there is a locally based solicitor who has a 99% success rate against MASA on this point of law. So a small outlay in legal costs will enable people to both avoid the tax and ensure that the property is debt free.

On the whole it is probably fair to say that the CRA delegation left the meeting with a feeling of satisfaction but quite possibly that to some degree was by reason of the fact that the event had happened at all.

Letter from the President (Chairman)

I am pleased to report that now we are legally registered with the town hall, which means we are able to collect monies for the association to be able to carry out the community maintenance scheme for Sector C-1 C-2 C-3 C-4 C-5 C-6 C7 C-10.

The poligono representatives are calling on all residents asking for your support and contributions to the scheme. I am delighted to say we have pledges from over 100 villas so far with more joining all the time including holiday villas .

The community maintenance scheme will start in January 2012. We are looking for your commitment, the more that join the scheme the nicer the sector will look. We can now open a bank account in the group’s name and with no bank charges; also we can earn interest on the account.

We are also having public liability insurance which will be in place very soon, thanks to the council who have an insurance company who give special rates to registered associations.

Please do join now so we have funds available.

We have stated when the council do take over C-Sector we will return monies pro rata to the month.

This is the reason we are asking for all your details ie name address email and phone numbers.

D Gardening and Community Group – November

The D group commenced its volunteer gardening work on the 7th Oct with a gardening and weeding session on the dual carriageway at D20.
14th Oct – Gravelling same area.
21st Oct – Weeding and Gravelling at d26 area.
28th Oct D11 – weeding
4th Nov – Rained off.
11th Nov – Gravelling at D11 and D26.

Our concreting team also commenced work in October repairing broken drain covers, tarmaccing various holes in the road ad tackling a very damaged drain cover that spanned the width of the road n D23.  This job took the team 4 hours to complete and is professional in its finish.

Thanks and well done to all our volunteers.

On the 17th October, having obtained our Forestry Commission burning licences our team commenced burning our 5 pits at 0730 hours.
At 0800 hrs the team looked up towards the houses and were confronted by two fire engines followed by a police car all with flashing emergency lights.  Chairman Mick Drummond nearly had a fit when he saw them seeing himself being led off in handcuffs.  Fortunately the team complied with all the regulations and more and when the police were shown the licences, all shook hands and off they went.  This response by the fire service was a result of a 112 call from someone on D.

The 28th October volunteer session was followed by a sausage butty and a glass of wine and in the evening a Fun Quiz Night was held.  Thanks to Linda and Les, Maureen and Clive for a very entertaining evening.

D Group gave B Clean Group a donation to assist with the purchase of oleanders for the B main road at the commercial centre.

Our website continues to provide the residents with the myriad of information regarding matters concerning D, Camposol and the general area.  The photograph forum is proving a favourite with residents both here and back in the UK seeing the work that is being done on D and of course with the pictures of our social events.  The other forums continue to be used with members enjoying the information placed by others concerning entertainment, places to go, items for sale, places to eat, interesting walks etc etc.  Members continually praise the way that the site is administered, in accordance with their wishes.

Our Neighbourhood Watch Groups continue to operate but unfortunately quite a few crimes have been committed against property and people.  Our website forum gives valuable information regarding these crimes and advice to try and prevent them.

Our Yearly Meeting will be held at Trevis bar on Wednesday 6th Dec at 1500hrs.  All residents of D are invited to attend.  An agenda will be published on the D website and the noticeboard.

Chairman’s opening Remarks

The Chairman opened the meeting by welcoming those present and informing them that they had copies of the agenda. Bob remarked on the brevity of this, as no proposals had been submitted. He continued to say, that it was not really surprising, as due to a new council being elected, everything was still very much ‘up in the air’

He asked for the minutes of the last AGM to be accepted as a true record. Proposed by Stan Long, seconded by Alan Muncaster and accepted unanimously.

Chairman’s Report

Bob explained the things that the CRA had achieved over the last year, and our future intentions.

1. We had several meetings with the previous council, to try and get the best deal we could for Camposol after the surprise announcement of the abolition of the entity.

Following the announcement that Masa had been removed from the urbanisation, we seemed to be achieving a result with Sr Blaya Blaya, but then he lost the election in May.

There were many problems during the change over period, mainly the reporting of water leaks. Our main source of assistance – Jackie Galvez – had gone, but fortunately, Linda Biggs from the Sector A committee, offered invaluable help, until we devised our own system.

The new council arranged ‘Citizen Participation Meetings’, but these turned out to be something of a shambles, not least of all the lack of a sound system. Also the same questions were asked several times – albeit in a different guise.

The CRA finally had a meeting with the Mayor on 31st October 2011, where it was stressed that whilst the general meetings had their place, we thought it was necessary for us to have access to the Town Hall, to discuss in detail matters of more importance.

The Mayor did not fully understand at first, that our representation of 2600 members of the CRA, was not automatic as is the wont in Spain, but that residents had to apply to join the association.

However, when, after discussion he realized the situation, he agreed to monthly meetings with the CRA

2. The CRA had tried to get outstanding licenses from Masa, in regards to work carried out by Abril 28, but all applications had been ignored.

3. At the behest of the Council the CRA had compiled a list of properties which were derelict or abandoned. The idea was that the list would be given to the council, who would then apply to demolish the villas concerned.

Unfortunately, this project had to be discarded, as there was no guarantee that the properties identified, were in fact abandoned, and the CRA would have been responsible for any damage etc caused in error.

4. Bob and Les had a meeting with the Guardia Civil at the Business Centre to discuss the problems of security on Camposol, but due to lack of enthusiasm by the police, nothing was resolved. Bob then made a deal with the security company, which offered a discount to new members, but despite the discount not enough owners joined to make the service viable

5. The membership has increased over the last year from 2299 to 2554, an addition of 255 members. The breakdown by sector is:

6. A list has been made of villas without water meters, so that when there is a change of water suppliers, we can inform our members immediately of the procedure involved, and help with any action required. This hopefully, will result in no disconnections being enforced.

7. The CRA were instrumental in getting the previous council to install a generator in the pumping station on Sector B when the electricity was disconnected, and also the repair of the road surface after the sewers had repeatedly overflowed

8. Jose set up a meeting at the Cultural Centre, with the Forestry Commission who gave all the necessary information about the prevention and cure of the Red Palm Weevil.

9. All members now receive an email containing a monthly e-newsletter, which was instigated by Jackie.

Due to the fact that not everyone is connected to the internet, we have also started issuing a newsletter, which was distributed outside Consum and in the Market on Sector A, and in the future hope to communicate more frequently with the residents of Camposol.

10. During the course of the year there were 55 incidents reported to the person manning the duty phone, plus those made to the Chairman’s phone. These related mainly to water leaks, and some, if not all, involved more than one call, sometimes as many as five per incident, depending on the severity of the problem.

11. Also in the last twelve months, there was a period when the water pressure was either non existent, or greatly reduced. Jackie set up a monitoring system, by which she received information on a daily basis about the situation which was then relayed to Aqualia, and led to the subsequent restoration of normal supply

12. In January, after discussion on the websites about the response times of the ambulance service, Bob set up the initial meeting in Trevis, about the possibility of doing something for ourselves. As a result of that meeting the FAST group was formed.

13. The CRA has also arranged for signs to be erected in the Commercial centre, forbidding the playing of ball games. This has been given the authority of the council, and is enforceable by law.

These signs will be available within the next week

14. We are also trying to get disabled parking to be made available, in place of the existing taxi rank

15. The CRA has had confirmation that no demolitions will be carried out on D23 and D32, and John and Bob will be going to see the solicitors at 5.00 pm tomorrow (15th November).

16. We have asked for Masa’s concrete sites on the dual carriageway on Sector C to be cleared. They have been used as an illegal dumping ground, and have become an eyesore.

17. We are also trying to get the Masa compound on the perimeter road on Sector B removed. Masa were supposed to have demolished this four years ago, and we don’t want the risk of them using it again when they are back on Camposol

18. Bob said that he would like to reassure everyone, that although it is not always mentioned, the CRA is continually pressuring the Council about the Rambla, escrituras and subsequently the increase in plus valia tax.

We have been told that when Masa amend the Plan Parcial, all this will fall in to place.

19. During the course of the year, Bob said he had replied to over 150 letters and emails from members and arbitrated in five neighbour disputes.

20. Thanks were offered on behalf of the committee to Val & Bob Taylor, for running the bonus ball (at present our only source of regular income). Also to Linda Biggs for her help with the water leaks, all the volunteers who had assisted today and  Mike Bull Sector D Community Group for the sound system.

Bob said he would like to give special thanks to Jackie Drewe, for all the work and hundreds of hours that she spends on the website, forum and associated tasks.

21. Bob continued by saying that our aims for the coming year were very similar to the past year.

a. Concentrate on the completion of the infrastructure and obtain legal paperwork for everybody.

b. Make a list of priority jobs for the council for the urgent work that needs to be carried out – the unmade roads and the big dip on Sector D, so that when Masa return, we would like to see these works completed first.

22. Bob said that there was a new volunteer to join the committee, and if there were no objections he would like to welcome him on board.  Elections were not needed, as no one was standing down, and we had a vacancy. There being no objections, Ernie Prior was greeted as the latest member of the committee.

23. Regarding the change of Sector names, Bob explained that although he had contacted the council twice, and also spoken to Kelly, no reply had been received to say whether it was possible or not.

In view of the situation, any discussion would be held when and if we knew if it was allowed

24. In the future if there were any problems, members were advised to go directly to Tatiana in the Cultural Centre, either in person or via email. She is the representative of Pepé Gomez, the Councillor for Foreigners and can deal with any queries relating to Camposol, in particular water leaks

Bob stressed that it was important to use her services, to ensure

that she remained in the position – in other words – use it or loose it!!

If by any chance Tatiana was not able to resolve a problem, or the office is closed then the CRA would do all that they can to help

25. Finally Bob wanted to speak about the Cultural Centre which was completed by the previous administration.

The centre can only be used for organized groups, such as CRA, gardening groups, PALS etc. It was not permissible for weddings, parties and funerals to be held there!!

Bob, as chairman of the CRA is responsible for the Centre, but a lady called Wendy Cohen does the bookings.

Treasurer’s Report

Joyce stated that she was only giving a résumé of the accounts, as the year to date was itemised on the board by the committee table, for members to view and comment on.

At the start of this financial year there was 20.270,14€ in Caixa Bank, of which was 14.018,29€ legal fund and 6.251,85€ general fund.

To date we have received 135€ specified donations from new members to legal fund and 1.731,50€ from the Bonus Ball, and made refunds of 90€ giving a current legal fund total of 15794.79€.

The general fund at start of year was 6.251,85€ to which was added 395€ donations. However the expenditure exceeded the income and the present balance is 5.402,35€

Joyce explained, that all expenditure was paid from petty cash (withdrawn from bank) and again if there were any queries, she would be happy to answer them at the end of the meeting

To date, the total at the Caixa bank is 21.197,14€, of which 15.794.79€ is legal funds and 5402,35 is general fund

Question 1. Now that residents have direct access to the Councillor for Foreigners through Tatiana at the Cultural Centre, how do you see your residents association serving you in the coming year?

I would like the committee to continue as you have done for the past twelve months representing us in the same manner.

The CRA has achieved a lot of things since it was first started, including obtaining a legal report, which is as valid today, as it was when it was finalised four years ago.  Although at the moment we seem to have a good working relationship with the council – do not forget this report.

I think that the work of the CRA is absolutely essential. However, do we know when Masa are coming back – if ever?

At this point the Chairman intervened to say that Masa had started work that morning on Sector A. Beryl Holland had informed us that she had spoken to a Masa employee, who confirmed that he was there to fix the street lights.

The work of the CRA is much appreciated, and must continue, and I hope that everyone in this room is willing to back them and offer help in any form

Question 2 It has been suggested by a local firm of solicitors that they are able to take Masa to court to enforce the issue of plus valia being paid by Masa.

If you are affected would you be interested in a class action, costs of which would be borne by the individuals concerned

Bob explained that those residents who already had escrituras had paid the plus valia tax themselves, which a few years ago was not a huge amount of money. However the costs of plus valia have increased enormously – tripling in some cases, and people who through no fault of their own, have not got escrituras, are expected to pay this inflated charge.

If anyone is interested, could they please put their name, phone number and email address in the book provided at the rear of the conference room, and the CRA would contact them when further information was available

Bob stated he would be seeing the solicitor tomorrow, and would mention it, as costs could be reduced considerably by class action.

He continued to say that if you don’t have your escritura, there is a risk that an embargo could be imposed on your villa. A couple of members have already had this experience, as when Masa have lost a court case, it looks as though the property was still owned by Masa.  However, the embargo has been lifted on appeal. If anyone else finds themselves in the same situation, Bob advised them to see Luis in the Business Centre on Sector A.

Repair of Pavements after Water Leaks

The question was raised about who was responsible for ‘making good’ the roads and pavements after water leaks.

Bob replied that it was Aqualia, but recently, they seemed to have made a start on repairs.

Joyce stated that she had put a list into Tatiana, of the work needing to be carried out on Sector B, and to date, a lot of the work has been done. However, the road at the bottom of the dual carriage way on B was probably the responsibility of Masa, who repaired the leak there. She advised members to input their own lists, with a marked map.

The Use of the Cultural Centre

A member was concerned that at least one group who were using the Cultural Centre were passing on charges to the public, and wanted to know if this was legal

Bob asked the member to provide him with names, and he would make enquiries.

Activity on Sector D

There was electrical cable being laid near D35, and there was some concern in case it was Masa carrying out the work.

Bob made the reassurance that the Mayor had stated specifically, that Masa would not be allowed to build again until they had satisfactorily finished the existing infrastructure.

Escrituras

Keith Donovan, who was worried about not having his escritura, told us that he went to the bank to obtain a small mortgage, and the bank obtained the escritura for him.

Keith concluded by saying that he truly appreciated all that the CRA were doing for the residents and asked for a round of applause.

Bob ended the meeting at 10.50 am, by asking everyone if they were happy, to which he received a very definite affirmative, and promised to continue working on their behalf

Camposol A Clean up and gardening volunteer group

The poppy was brought to the attention of the Spanish people by the press this year when the England Football team were told they were not allowed to wear the poppy on their shirts for the game against Spain.  Fortunately a compromise was reached.  No such conflict here as the Mayor of Mazarron proudly wore his poppy alongside the many Brits who attended the Armistice Day Service in the ‘Parque los Palacios’ Remembrance Garden in Camposol.

The park was no more than a dream shared by Rev. David Holley (then Chairman of the Gardening Group) and myself when he held the first service just 3 years ago.  The people were asked to present a plant in memory of a loved one to help us start to create what we hoped would become a garden.

The first plant was offered by the Mayor of the previous council.  Since then many more plants have been offered, or bought from donations. Thanks to the effort and hard work of the volunteers of the garden group, they have managed to build what is now a beautiful park,  a place of peace and tranquillity to be enjoyed throughout the year, although the highlight will always be the Remembrance Service.

On Bonfire night, aprox 50 volunteers turned up to work in the park to prepare it for this years service.  After a couple of hours hard graft, the fire was lit for the first time in the new BBQ area and the volunteers got together to enjoy hot dogs, sandwiches, jacket potatoes, treacle toffee, cakes, and a well earned drink.  Thanks to Phil Brady who entertained all whilst they admired the fruits of their labour.  Even then, many hours of work still to be done to clear the mountains of weeds and rubbish bags before the service.

This year the new council showed their support to our group.  Continuing the tradition, the Mayor, Gines Campillo, presented the first plant.  He was accompanied by Pepe Gomez, David Fernandez, Maria Martinez and Celeste Soria from the local council who were joined by Alicia Jimenez (Diputada Regional) from the main office at Murcia.

More than 200 people attended the ceremony which was led by Rev. Len Eaton, Rev. Deacon Maureen Kent, and the choir from St. Nicholas Church in Camposol. Special thanks to John Barker from the CAS BAND for providing the sound system.  This year, small crosses also bearing the poppy emblem were placed in the Memorial Garden after the service by people wanting to remember someone special.   A collection at the end of the service raised 339 euros, all of which will be used to improve the park.

Of course, work continues across the rest of Camposol A.  Further funding was raised at the Ladies Fashion Show.  Thanks to Nyrene, Byron and Nigel, for the support that helped us to raise 610 euros at this event, plus all of the wonderful cake makers who managed to make the day so enjoyable.  Camposol  is a good place to live.

B Clean Gardening Group – November 2011

Working together to make Camposol look great!

Now the cooler weather is with us we have been able to resume our efforts in trying to keep B Sector looking great. The break from all the heavy gravel laying completed before the summer was very welcome. We are often encouraged by the many people who stop by and tell us that we are making a difference. Many thanks to those who show an interest and especially to those who contribute in whatever way they can when we wiggle our buckets!

Unbelievable! Many will have noticed, as they pass Gibellers, that a commemorative seat provided by one of our members, in memory of her late husband, has been smashed and the plaque is now missing. Whilst most who live in this lovely area are respectful a have a high degree of community spirit, sadly we occasionally encounter acts of vandalism carried out by morons who have no sense of decency and we can only hope that they do not live in Camposol. This despicable act is beyond further comment except to say how appalled we all are and we can only offer Coral our support and hope that we can help to make good the damage done as soon as possible.

Commercial Centre. The edges on each side of the approach road to the Commercial Centre have now been planted with 300 Oleander shrubs, supplied by our local Garden Centre who prepared the ground and supplied the trees at a very favourable rate. Many thanks too, to the gardening group of ‘D’ Sector, for their contribution of 200€ towards the cost.   There is still much to be done so we still need all the support we can get.

Municipal Environmental Awareness Day on 17th September. There was a great turnout for the Rubbish Collection day, organized by the Ayuntamiento as part of an initiative, launched by the Department of Environment. Around 70 people from all of our community sectors turned out to collect 100 bags of rubbish from 3 selected areas. A lunch and refreshment was provided by Sensol Hotel for all those attending.

The mayor of Mazarrón, Ginés Campillo, accompanied by David Fernandez, mayor of the Environment and Citizenship and Javier Masia, director of the hotel handed out the refreshments and personally thanked the attendees for their participation “which will surely will be repeated next year.” said the Mayor.

Rubbish On the subject of rubbish….. ‘B Clean’ is not responsible for either the provision of the Rubbish Bins or their location, although we were drawn in to the recent fracas caused when some individuals decided they were not happy with having them at a particular location. Hopefully the situation has now settled down and everyone is satisfied with the current bin locations. All we would ask is; if you consider the bins to be incorrectly placed, please have a thought for those who might be inconvenienced if you move them.

And a plea to folks from other sectors: Please use the bins provided on your own sectors – there are insufficient bins on B sector to contain rubbish from people passing through from other sectors.

-  And it really shouldn’t be necessary to ask this, but: Please use the bins for bagged up household rubbish only. Garden waste and other items should be taken to the Eco Park.

Trees. We intend to trim all the Palm Trees on the main dual carriageway and roundabouts during the winter months. All volunteers, kitted out with shears, clippers and saws will be very welcome to attend.

Fund Raising. We have just had a very successful Halloween social evening held at the Sensol Hotel on Sunday 30th October. The event raised 601€ towards the gardening fund. Many thanks to all those who donated prizes for the raffle and Best Fancy Dress.  A great time was had by all, with music being provided by Backwater.

Christmas Event 9th December. We are holding a Christmas Dance with a 4 course carvery at the Golf Club. Details will be available shortly and tickets will be 20€. This year we will be limiting the numbers so booking early will be essential.

Monthly Meetings. Held on the last Tuesday of each month 16.00 to 17.00.   Trevi’s Function Room.

Weekly Working Party. Meets each Tuesday – 9 a.m. till 10/11 ish. Usually in front of the commercial centre unless otherwise arranged. Please turn up and help.

MINUTES OF CRA MEETING WITH THE MAYOR – 31ST OCTOBER 2011

Bob opened the meeting by thanking the Mayor for the opportunity of the CRA to meet with him. Bob outlined the purpose of the CRA as the Camposol Resident Association, representing the homeowners thereof. Bob went on to say that homeowners had to apply for membership and at present had in excess of 2,500 members.

We like the idea of the ‘open meetings’ every other month for people to go along and put their questions to the Mayor. However, the CRA has eight years experience of the problems on Camposol and we can help the Mayor in that respect.  We do not believe that the ‘open meeting’ format is necessarily the right way forward to get the major problems sorted.  We can help the Mayor in many ways with our communication skills as was proved with the recent ‘Clean Up’ operation organised by David Fernandez where, through our avenues of communication, we were able to muster over 80 volunteers to take part in this operation.  David Fernandez mentioned in passing that there was going to be a meeting with the Mayor in the Cultural Centre a few days before it took place. It was then possible to use our communication system to get word out to people to attend. The CRA have at their disposal systems in place to advertise such meetings and gather questions prior to the event to save repetition.  Barrie Eveleigh pointed out that the ‘open meetings’ do not allow focus on the bigger issues.

The Mayor advised that the main reason for the open meeting was to get people to join in the various associations on Camposol. It has now been decided that people will still have a voice but it will only be the associations that can bring things forward to the Council. These Associations will have had to be registered for at least a year before they can become active in this way. The Mayor said that he understands that people have their own individual problems but it has been decided by the Council that this is to be the way forward.

Bob Owen said that the CRA, being the Association that represents the majority of residents, finds it difficult to understand how these other Associations can help people because they have their own agendas, be it football, dogs charities, Age Concern, Mabs, PALS etc. These organisations are mostly concerned with fund raising for the excellent work they do. Most of these people are, in fact, CRA members anyway.

The Mayor said he could not exclude these other groups and Bob and other committee members quickly assured him that this is not what the CRA wants in any way. We want to work alongside them and for the Mayor’s open meetings to continue. What we want is regular monthly meetings to discuss the major issues which affect all the homeowners on Camposol and which the CRA have been working to resolve over the last 8 years or more. We have a wealth of experience in these problems and we can offer that to the Mayor to help him resolve these issues.

The Mayor said that the way forward is through the Associations and, when it is ready, he will send a translated copy of the explanation of this law and its effect.

Barrie pointed out that we are not asking for something new as we had these regular meetings with the previous Mayor.

Bob said that at the moment individuals are sending in items via Tatiana at the Cultural Centre for the next Mayor’s meeting. This seems to work well and will give the Mayor advanced warning of the questions coming to him. The Mayor said that this was the correct way to bring things to his attention but they can only be taken forward via one of the Associations.

Bob then further explained that the CRA does not have a problem with the Mayor’s use of other Associations in this way. However, it is the CRA’s wish to have regular monthly meetings with the Mayor to discuss the major issues of Camposol with him and then report back to the people of Camposol on progress being made.

The Mayor then agreed to have monthly meetings with the CRA and said that he has weekly meetings with MASA so that we can get information back from that also. He said he had instructed MASA to have A Sector ready for adoption in 3 months time. If this is not met they will take MASA to court.

Bob thanked the Mayor and assured him that the CRA are ready and willing to help him in any way to resolve Camposol’s problems and make his life easier.

The Mayor appreciated the offer.

Bob then asked to move on to the question of the Rambla affecting properties on D Sector. The Mayor said that 2 plans from MASA had been submitted to Hydrografica for their consideration and they are awaiting a reply.

John Daws asked for clarification on the reported demolition orders being quoted by a local firm of solicitors. The Mayor said the Council have not instigated any demolition orders. The Mayor has not signed any such orders and it has not even been discussed in Council. It is not the Mayors intention to demolish homes but to legalise them. Revised plans are awaited from MASA.

It was confirmed that MASA will be allowed back on Camposol to complete the infrastructure but they will not be allowed to build any new houses until the infrastructure is completed to the Council’s satisfaction.

Bob asked Kelly to assure the Mayor that the CRA are here to help and he only has to ask.

The next item was the Taxi bays and the road markings around the B Sector Commercial Centre.

Bob asked that the bays be suspended and put back into general use as very few, if any, taxis ever use them and there is always a shortage of bays.

Bob asked that the road markings be re painted to avoid accidents and could another “No Entry” sign be erected as people are ignoring the single one at present. Kelly advised us to make a report supported by photos and she will take it forward to the relative department for action.

Bob went on to ask about the situation at the old MASA concrete site which is being used as a tip by local builders and others. It has become an eyesore and is detrimental to property values. Kelly said we need to make a report supported by photos and she will put it through to the Mayor for action. Kelly offered to fill out the relevant forms etc. for us and Bob said he will meet with Kelly each Friday for this and other issues.

When asked about the pharmacy on Camposol we were told that this will soon be here. The intended location is on the ground floor of the Business Centre on A Sector and although the licence to operate has been granted a further licence is required for the premises and any alterations. It is anticipated that this should be granted early in December but it is likely that the fitting out and stocking process will probably delay the opening until the New Year.

Bob raised the question of the houses without Escrituras and the plus valia tax due when they eventually do get their Escrituras. We were told that when these Escrituras are issued the rate of plus valia tax payable must be borne by MASA. Owners must refuse to sign any contract which includes passing that liability to the purchaser. It is the seller who must, in law, pay it. At that time it would be beneficial for owners to take a group action and there is a locally based solicitor who has a 99% success rate against MASA on this point of law. So a small outlay in legal costs will enable people to both avoid the tax and ensure that the property is debt free.

The meeting then closed and Bob and the Committee thanked the Mayor for the meeting and the way it was conducted and look forward to the monthly meetings in the future.
