<p>Bob Owen opened the meeting by welcoming those present and explaining the format of the meeting.</p>
<p>He went on to explain that only three of the original committee was left, all the others including him had been co opted on. He asked for a show of hands to accept the new Committee Members. This was unanimous.</p>
<p>Rod Sawyer proposed the minutes of the last meeting be accepted and this was seconded by Tony Hagen. A unanimous vote was achieved.</p>
<p>Bob gave a review of committee activities and projects that had been undertaken since the last AGM.</p>
<ol>
<li>The members had failed to raise the cash to take the council to court. The committee had no choice but to abandon the idea.</li>
<li>It was agreed to rescind the payment of 10 Euros for membership as very few members re registered and paid the fee. Some members have been refunded. The money collected so far would go towards general funds if there was no objection. No objection was raised from those assembled.</li>
<li>The ICA under build has been very successful and is now used by various organizations and is self supporting .</li>
<li>A meeting had been held with Confereracion Hidrografica. They are still awaiting an environmental report from Masa. It is now in the hands of the council’s lawyer.</li>
<li>Iberdrola . A meeting had been requested with Iberdrola to no avail. It had been hoped to resolve the street lighting problems.</li>
<li>Sewage and Water Leak Reports. Jackie Galvez agreed to pass on all messages from us to the relevant authorities for action to be taken. This was set up about four months ago, and is very successful. A dedicated telephone number for people to ring if they have a problem has been allocated. It is 634 364 739.  There will be a duty committee member on this number 9 am to 6 pm Monday to Friday.</li>
<li>Bob had called a meeting of the community groups, of B, C, and D. He wanted them to start working together, and sharing expertise. They have repaired drain covers on B sector together. This is an ongoing project.</li>
<li>Attempts to formally meet the A sector committee have failed. They are quite prepared to meet informally to exchange views common to both groups.  A separate meeting with members of the CRA members on A sector is being arranged.</li>
<li>During a meeting with the Mayor in February we were informed that the council is going to seize Masa´s guarantees so that they can start work on completion of Camposol.</li>
<li> At the last meeting with the Mayor there was a complete turnaround. New legal advisers to the mayor advised him that he has to follow the law. He is going to implement an Entity for the whole of Camposol. This is fully explained in the ‘Guide to Camposol’. This information is factual, not speculative.</li>
<li> Les Crook and Bob Owen were invited to attend the Town Hall for a meeting with Santiago Martinez who is part of a four man team, comprising engineers and architects, who have been appointed by the Mayor to resolve all the problems on Camposol. Some works have started to happen. Pavements on B sector have started to be repaired.</li>
<li>Santiago requested that we make a list of all the properties that have been abandoned or have overgrown gardens and they will take steps to have these properties cleared. Lloyd Jones has been appointed Project Co-coordinator.</li>
<li>School Project. Les Crook advised that the CRA had been approached by the senior school in Mazarron to help with English conversation classes at the school. He has had a very good response to this and has about 20 volunteers so far. A new timetable will be available mid-September and Les will advise the volunteers so that he can produce a schedule to present to the school.</li>
</ol>
<p>FINANCIAL REPORT  by Joyce Stewart, Treasurer.</p>
<p>First a brief summary of year 2009 finances.</p>
<p>During 2009 2 long standing dormant accounts were closed.</p>
<p>The balances remaining were transferred to the General Fund account.</p>
<p>This left two accounts open at year end, the Legal Fund held in La Caixa, and the General Fund  in Cajamurcia.</p>
<p>Over 15,000€ was added to Legal Fund Account throughout 2009 which came from Admin fees, Donations, the EGM and AGM bucket collection,  and the monthly Bonus Ball Draw.</p>
<p>The only withdrawal was 400€ to refund donations<em>.</em></p>
<p>The General Fund is used for expenses, and any projects costs. Throughout last year the income from the raffle was used as Petty Cash to cover all costs and expenses and over the year added 610€ to the GF account.</p>
<p>Year end balances were 19,428·75 in the legal fund at La Caixa and.</p>
<p>822.94  in the General Fund in Cajamurcia..</p>
<p>Moving on to this year:</p>
<p>When Correos opened the post room venue for selling tickets was lost which left no option but stop the Weekly Raffle meaning there would be no further regular income to the General Fund.</p>
<p>Due to “customer resistance”, the mandated 10€ membership/admin fee was discontinued by decision of the committee in January. At the same meeting it was decided that the amount already raised in admin fees should be regarded as General fund rather than Legal Fund, and in fairness to all who had paid, that this fee would be refundable on request.</p>
<p>Donations to the Legal fund always had the proviso that they would be refundable if insufficient funds couldn’t be raised to take the proposed Legal action against the Council.</p>
<p>This proved to be the case and to date a total of 1,750€ .has been refunded from donations received, and 220€ refunded from admin fees.</p>
<p>All this leaves only voluntary donations from new members, and the Bonus Ball Draw as currently the only source of fundraising.</p>
<p>New and re-registering members now choose to which fund their donations are added, and they are banked accordingly.</p>
<p>So far this year 390€ has been donated toward the General Fund and 235€ to the Legal Fund with the Bonus Ball  adding a further 1,708€ to the Legal fund.</p>
<p>Thanks to the efforts of Val and Bob over the last three years, over 7,000€ has been raised via the Bonus Ball Draw and added to the Legal Fund, and the same amount given back to the lucky winners. The CRA must be the only organisation around which gives back half of its fundraising income as a thank you to its supporters.</p>
<p>On behalf of the members, the committee offers its sincere thanks to Val and Bob for their continued efforts in these difficult times.</p>
<p>Without a regular income to General Funds there was a need to cut costs. The Movistar Phone contracts have been ended, and replaced by 2 PAY AS YOU GO mobiles. One is for the Chairman’s use. The other for the committee member on phone duty.</p>
<p>The 2 remaining bank accounts have been consolidated to save on bank charges.</p>
<p>The balance  at Cajamurcia has been transferred to La Caixa, added to the amount paid in Admin/Membership fees, and is classed as the General Fund.</p>
<p>All previous donations and income to the Legal fund remain as such.</p>
<p>A record is kept which shows what % of the total is for General fund use and what is the Legal Fund.</p>
<p>The balance in La Caixa stands today, 7<sup>th</sup> September 2010, at 19,297.63 €</p>
<p>Of this 12,983.29€ is available for future Legal costs</p>
<p>And 6,314.34€ is for General fund use.</p>
<p>The details of income and expenditure for 2009, and 2010 to date, can be seen at the cabin on Fridays for the next 4 weeks.</p>
<p>The collection after today’s AGM raised 431.50€ to be added to the Legal Fund.</p>

<p><strong>Constitution of the Urban Conservation Entity Sector B, C, and D</strong></p>
<p>For attending unlimited meetings on our behalf 1,500 Euros + vat</p>
<p>For the constitution of an entity, which includes drafting of statutes, call for first constituent meeting, registration of the statutes in the Register of Collaborating Entities of the City of Mazarron, an amount of 3,000 Euros per sector. That’s a total of 9,000 Euros + vat.</p>

<p>Lloyd Jones has agreed to become CRA’s Special Projects Organiser and will produce a list of empty villas owned by Masa or the banks and this will be submitted to Santiago Martinez for his use in issuing orders for their maintenance.</p>

<p><strong>Letter  from Presidencia Del Gobierno</strong></p>

<p>We have received a reply from the letter Greg Green wrote to the President of Spain earlier in the year.  The letter basically says that they cannot allow themselves to become  involved in matters of local government.  They state if you have a grievance with your town hall, sue them. JN is producing a translation of this letter.</p>

<p><strong>Ryanair letter</strong></p>
<p> </p>
<p>We have received a reply to our letter to Ryanair regarding the withdrawal of services from San Javier Airport to UK destinations.  It appears to be a standard letter informing us that our complaint has been forwarded to their Routing Administration Department.</p>

<p><strong>Useful Telephone Numbers</strong></p>

<p>This is a  list of useful phone numbers with particular reference to Camposol produced by the CRA for the benefit of its members. This has now been posted on the cabin notice board and will be put on the CRA website.</p>

<p>The meeting was called by Santiago Martinez to discuss the problems on Camposol.</p>
<p>BO listed the problems after asking the membership for their observations. Bob did not have long to collate all the information he received in well over 100 e-mails but he created a list of the most pressing issues on Camposol and presented it to the meeting.</p>
<p>SM explained that he is the Councils Technical Supervising Architect and he is leading a team of four, 2 Architects and 2 Engineers and they are working solely on the Camposol problems.</p>
<p>JG explained that the Council are collating all the problems on Camposol along with input from the CRA. JG went on to say that the Council are in the process of issuing enforcement notices on Masa to complete all outstanding works and if they do not comply the Council will use the guarantee bond monies to do the work. Their intention would be to address the most urgent problems first such as the roads and the sewage works upgrade.</p>
<p>The Bridge.<br />
SM said he is calling MASA on a daily basis to get them on site and do the remedial works to the approach road to the Bridge. The Council will also instruct MASA to reinstate the original rambla crossing for emergency use only.<br />
Escaturas.</p>
<p>jG said that Escaturas, Completion Certificates and Certificates of Habitation will all be resolved once the revised plans of the Urbanisation Camposol are agreed. This is part of the brief of the dedicated team headed by SM.</p>
<p>Turistica.<br />
The designation of Turistica properties is a MASA problem and should be subject to legal action by the owners against MASA, for mis-selling.</p>
<p>Licences.<br />
Anyone not having building licences for work done by Abril 28 (MASA small building firm) should, in the first instance, contact MASA for them. If not successful they should then instruct an Architect privately to legalise the situation for them.</p>
<p>Rambla.<br />
This situation is ongoing between MASA, the Council and Hidrografica.</p>
<p>Drainage from hill areas.<br />
Council will instruct MASA to re-establish the gulleys that feed the ramblas. Most were filled in by MASA during the construction of Camposol.</p>
<p>Roads in general.<br />
Will be the subject of detailed Architects inspection to establish the condition and what is required to bring them up to a standard acceptable to the Council. MASA will then be instructed to carry out such works as is necessary. Any information or photographic evidence can be sent to the CRA on Bob’s e-mail address, <!-- e --><a href="mailto:bob-brendaowen@hotmail.com">bob-brendaowen@hotmail.com</a><!-- e -->, who will forward it to the Council to assist in the process.</p>
<p>Cleaning of B Sector Commercial Area.<br />
This will be the subject of a meeting between the CRA and the business owners.</p>
<p>Empty and unsafe villas.<br />
CRA will produce a list of empty villas owned by MASA or the Banks and submit to SM who will issue an order for their maintenance. Any unsafe villas will be designated as “ruins” and then a demolition order issued.</p>
<p>C Sector irrigation system.<br />
CRA to contact MASA to establish position of stop cocks.</p>
<p>Exposed electric cable on D7 sub-station.<br />
Council to contact Ibrodola.</p>
<p>MASA Rubbish.<br />
Council to instruct MASA to clear up urbanisation of old building materials including the old cement works and the old MASA store on B Sector.</p>
<p>Car Parking.<br />
The unofficial car park opposite B Sector Commercial Area to continue to be used for overspill as this area is dedicated for commercial use and if built on will include more car parking.</p>
<p>D Sector Commercial Area.<br />
There are no plans for a commercial area on D Sector.</p>
<p>Street Lights.<br />
The Council will survey all street lights and tell MASA what they have to do to bring them to an acceptable level.</p>
<p>Dangerous Street Lights.<br />
CRA gave a list of the dangerous street lights to SM who undertook to inspect them as a matter of urgency.</p>
<p>It was agreed that another meeting would be held as and when any progress is made on the issues discussed.</p>

<p>Membership cards must be shown at the door to gain access. No card, no access. There will be no facilities to join on the day.<br />
Membership forms are available at the Business Centre on Sector A during August as the CRA cabin is closed. You will need your passport and NIE details to complete the form. Leave the form with the receptionist and collect your card 48 hours later.</p>
<p>Any member interested in standing for the committee please let me know by phone by Tuesday 31st August 2010.</p>
<p>Proposals from members must be submitted to Bob Owen, Chairman, on bob-brendaowen@hotmail.com or by post to  AC 1107, Camposol Corrios no later than 9am on Monday 30th August 2010.</p>
<p>The full agenda and proposals will be published on this site and on the cabin notice board  later on Monday 30th August 2010.</p>

			<content:encoded><![CDATA[<p>A GUIDE TO CAMPOSOL, its problems and future.</p>
<p>Camposol is a large urbanization situated approximately 10 kilometres from the town of Mazarron and consists of approximately 4,500 residential properties together with a number of various types of commercial enterprises. Having first being approved by the Mazarron local authority, Camposol has been mainly developed over the last 12 years by the Spanish company Grupo Masa. It is split in to four sectors A, B, C &#038; D and in two planning stages (Plan Parcials) of which the first was to cover Sector A and was due for completion in 2006, and the second to include Sectors B, C &#038; D for completion in 2013 although by reason of certain events this might not now be applicable. The urbanization has also been divided by the construction of a major trunk road which physically separates A Sector from the rest of Camposol.<br />
At this point in time Camposol has the following major issues to contend with.<br />
•	The constructors have prematurely withdrawn from Camposol and are no longer playing any meaningful part in complying with their contractual obligations to complete or conserve the development.<br />
•	No sector of Camposol has been satisfactorily completed ether to plan or suitable standard that will allow acceptance by the council.<br />
•	As a result of the inadequate construction the need for regular maintenance and upkeep of the infrastructure is more urgent than otherwise would be the case.<br />
•	The cost of remedying the numerous problems associated with the present infrastructure such as that associated with water supply, sewage &#038; storm water disposal, road surfacing &#038; street lighting will undoubtedly amount to millions of Euros.<br />
•	The Garrigues legal Report states that the Council would be responsible to pay from their own coffers any shortfall in the amount recovered from the developer to that of which is necessary to suitably complete the estate.<br />
•	The Council are now insisting on the implementation of an Entidad (Conservation Body) to operate on A Sector within the next few months. This method of urbanization management forms part of the legal requirements for Urbanizations under Spanish law and was contained within in the owners Purchase Agreements.<br />
•	The Council are also now pressing for Sectors B, C, &#038; D to initiate the setting up of an Entidad as soon as possible.<br />
•	Although the Redistribution Project (Proyecto de Compensación) for B, C &#038; D categorically   states that on acceptance by the Council they will join the A Sector Entidad the Mayor has stated that he prefers at least two Entities. One for A Sector and another or others for Sectors B, C &#038; D.<br />
•	The Plan Parcial for Sectors B, C &#038; D has to be revised and signed off due to unauthorised changes made by the developer. Before this can happen the Confederation Hidrografica (Rivers &#038; Waterways) are insisting that drainage issues, caused by the infilling of a major rambla on D Sector, are resolved. This situation has resulted in many owners being denied legal documentation which, under Spanish Law, should have been supplied by the developer.<br />
•	To expand on these issues further it is intended to look at the issues facing each of the major players. Most of the information is factual but will include educated opinion in some cases.</p>
<p>Grupo Masa:<br />
•	Has withdrawn all administration and work force from Camposol leaving many important issues unresolved.<br />
•	Refuses to communicate with any of the representative groups.<br />
•	Believes that the Council is being pedantic in its requirements for the satisfactory completion before it will take over.<br />
•	Does respond, albeit slowly, to requests for assistance with major infrastructure problems such as water supply and sewage disposal.</p>
<p>Mazarron Council:<br />
•	The Mayor and his administration will come to the end of their present second term in May of next year when local elections will take place.<br />
•	Operates in a very autocratic manner by stating policy without seeming to consider input from those affected.<br />
•	Has never openly acknowledged the findings of the Garrigues legal report.<br />
•	Often gives answers and opinions in meetings that tend to be political and can often change from meeting to meeting.<br />
•	Has failed to exercise suitable control over the developer resulting in numerous transgressions associated with the plan parcel, occupation of properties and good working practices.<br />
•	Refuses to acknowledge that, by both allowing properties to be occupied and imposing local taxes, they have a legal Duty of Care to the residents of Camposol.<br />
•	Constantly refuses to accept responsibility in directly involving their selves with any infrastructure problems on the grounds that such matters are the responsibility of the developer Masa.<br />
•	Accepting the fact that there will be a considerable shortfall in what money will be recovered from any Masa guarantees to that which will be required to complete the infrastructure to a satisfactory standard, the Mayor has stated that the difference will be recovered by them from the developer’s assets. They have previously maintained that any shortfall will have to be borne by the residents of Camposol this being contrary to the findings of the Garrigues Report which makes it quite clear that the Council are ultimately responsible for any such deficit.<br />
•	Have stated clearly that the permissions for the development of Camposol were given on the grounds that they would be managed by an Entidad and this is what every home buyer agreed to when signing their contracts.<br />
•	Formed the original Entidad for A Sector in 2003 with full Bye-Laws. This was subsequently suspended as a result of a disagreement between the then committee members and residents over budget matters.<br />
•	Despite the estate not being finished to an acceptable standard it is now the Council’s stated intention to rapidly proceed with establishing an entity form of management for all of Camposol. The exact number of entities has yet to be determined although while the Garrigues Report states that according to the Redistribution Project (Proyecto de Compensación) there should eventually be one, the Council lawyers maintain this is flexible.<br />
•	The Council believes that Camposol would be better served by having at least two Entities. The argument given for this is that there are two Plan Parcials with different completion dates and that it would allow for easier management of the development.<br />
•	They intend that the entity will initially accept responsibility for fixed minimum services of street lighting, street cleaning and green areas and as each other area of work is completed to the council’s satisfaction it can be taken over by agreement with the entity.<br />
•	The mayor denies the CRA the facility of participating in any meaningful discussions on the future of A Sector.<br />
•	The Council waste management department are contracted by Masa to provide rubbish collection services for Camposol. Although the residents are paying Masa for this facility through their water bills, the council claim that they are not receiving the appropriate payments at this time.</p>
<p>A Sector Homeowners Committee:<br />
•	Has developed in to its current format from the original A Sector Entidad Committee which has a set of Bye-Laws laying out the rules and regulations that apply to the setting up and subsequent responsibilities applying to that management body.<br />
•	Claims to maintain the right to its current authority by way of an ad-hoc, unverified postal referendum carried out by one of the homeowners in September 2007.<br />
•	No electoral process to decide the officers or policy has been adopted and although they have declined to hold open meetings in the past they state this facility will be afforded to residents of A Sector before going ahead with any plans associated with reinstating the Entidad.<br />
•	Has consistently distanced themselves from the original A Sector Entidad Committee and only one member of that original organization is still serving on the present committee.<br />
•	They see the CRA as only representing Sectors B, C &#038; D and they have consistently refused to acknowledge that the CRA have a duty of care for its members on Sector A by refusing to have any official contact with them.<br />
•	At the time of the last election they were fervent supporters of the Mayor and they have always been afforded regular discussions with the Council.<br />
•	They are now disappointed to learn that instead of their preferred type of management for Sector A the Mayor intends to implement a full entity. This situation has lead them to lodge a complaint with the Defensor de Pueblo de Murcia who is an impartial Ombudsman.<br />
•	Among their aims is that Sector A be a separately administered and differently named district.<br />
•	Has its own internet site at http://groups.google.com/group/camposol-mazarron which has no input facility therefore it only serves as an information tool.</p>
<p>Camposol Residents Association:<br />
•	Formed in 2005 after falling outs in the original A Sector Entidad when it was realised that it only covered A Sector.<br />
•	Has approximately 2,400 members representing 1,500 households on all four sectors of Camposol.<br />
•	Has an elected liaison committee which consists of up to 9 members.<br />
•	Has its own website and forum at www.cracamposol.com.<br />
•	Has held regular AGMs and several EGMs called to discuss pressing matters.<br />
•	Has a “Statement of Intent” which among its aims says that it will fight against a divided sectional Urbanization Camposol.<br />
•	Has on record a unanimous proposal that it will accept nothing but complete takeover and management by Mazarron Council as opposed to an entity.<br />
•	Has over recent years repeatedly attempted without success to both end past animosity between the CRA &#038; ASHC and seek co-operation to with a view to present a united front representing all of Camposol.</p>
<p>Confederacion Hidrografica :<br />
•	This is the Supra Regional Authority for rivers and waterways and is very powerful.<br />
•	Has stated that if the drainage previously provided by a built over rambla in Sector D is not replaced by a suitable alternative it will force the rambla to be re-instated to its original state.<br />
•	Have stated that they are awaiting a suitable project from Masa to answer this problem. </p>
<p>Iberdrola :<br />
•	Is the national electricity supply authority and is the only supplier of electricity to Camposol.<br />
•	Has contracts and supplies all electricity to villas on Camposol. This is contrary to Spanish Law which states that electricity can only be supplied to homeowners once the infrastructure has been approved and habitation certificates issued by the Council. It has never been explained how this situation has come about.<br />
•	After the takeover of Sector A by the Council they would also provide electricity for the streetlights which as stated in the Bye-Laws would be paid for by the homeowners.<br />
•	Until takeover they supply electricity for the streetlights through the developer. (Masa).<br />
•	It is believed that as Masa are not currently paying these bills then Iberdrola have been cutting out the meters for the lighting infrastructure leaving much of Camposol in darkness.<br />
•	This situation is causing a great deal of concern to residents and the CRA have made a number of unsuccessful attempts to meet the management of Iberdrola to discuss the matter.</p>
<p>Aqualia:<br />
•	Is the local Company supplying water to the Mazarron area.<br />
•	Until takeover they supply water for all villas through the developer. (Masa).<br />
•	Provide a meter reading and billing service to Masa with customers paying in to either the account of Justo y Manoli (Masa) or a separate Aqualia bank account for Camposol.<br />
•	Only somewhere in the region of 60% of properties on Camposol have a  water meter fitted.</p>
<p>The Entity :<br />
•	Also known as the Entidad and Conservation Body.<br />
•	Consists of an elected management/steerage committee formed from volunteer homeowners and is usually managed on a daily basis by an administrator who is chosen and employed by the Entidad.<br />
•	The Entidad can also employ a lawyer if they so wish.<br />
•	There is a legal obligation to hold an Annual General Meetings where each property owner is allocated voting rights.<br />
•	Any employed officers such as that of administrator, lawyer &#038; auditor can be changed whenever the owners wish by way of a democratic majority vote.<br />
•	The Council also have a non-voting member on the management committee to liaise between the Entity and Council.<br />
•	The Entity is responsible for the maintenance and upkeep of Camposol as set out in the Bye-Laws<br />
•	A budget is proposed by the administrator and management committee on an annual basis and must be agreed by a majority vote at the AGM.<br />
•	To arrive at the relevant community charges the agreed budget figure is then divided in to annual quotas which will vary dependant on the size of the property as shown in the escrituras.<br />
•	The quota amount is controlled democratically by the owners. In other words the degree of services and conditions you get is regulated by the amount the owners agree to pay in community charges.<br />
•	An EGM can be called at any time by request of enough homeowners.<br />
•	An entity has a right to instruct the council to collect community charges agreed by the residents at the AGM and furthermore take action against any defaulters at no cost to the entity.<br />
•	A better understanding of an Entity can be obtained by reading the Bye-Laws applying to Sector A. </p>

<p>Anna had met with Ricardo the council’s lawyer and had established the following facts.</p>
<p>It is legal to form an entity with restricted responsibilities before the urbanisation is completed to specification.</p>
<p>It is the council’s intention to introduce an entity (or more than one) for Camposol. It will be the first step in a stage by stage plan to resolve all the problems with Camposol.</p>
<p>There is a political willingness to resolve the problems on a legal basis.<br />
The completion of Camposol will take place, organised by the council one step at a time. The council are confident that sufficient funds are available from guarantees and assets.</p>
<p>Modification of the Plan Parcial will be needed to address all the problems. (touristico, rambla etc etc)</p>
<p>Camposol is a large development and once completed to the council’s original plans, will be run by the residents. This is the only and legal way that Camposol can be administered.</p>
<p>By- laws for the entity on B, C &#038; D will be created by negotiation with the town hall, the resident’s representatives and lawyer.</p>
<p>The by-laws for Sector A are in place.</p>
<p>Initially the entity will be set up and run by the management committee of owners in conjunction with an administrator and a councillor.</p>
<p>The entity will initially accept responsibility for fixed minimum services of street lighting, street cleaning and green areas.<br />
As each other area of work is completed to the council’s satisfaction it can be taken over by agreement with the entity.</p>
<p>Once negotiations are complete and the entity formed a change of power in the town hall can not change the entity or the conditions or by-laws of the entity without the agreement of the residents.</p>
<p>Once an entity is formed we would have a legal right to take part in decisions of planning. Until then, no entity means no input and we would have to accept whatever conditions and by-laws the council decided on.</p>
<p>The administrator will carry out the instructions of the management committee. They are there to administer the wishes of the residents via the management committee.</p>
<p>Anyone in arrears with entity payments can not vote at an AGM.</p>
<p>An entity has a right to instruct the council to collect community charges agreed by the residents at the AGM. The entity has a right to impose on the council the duty of collecting and taking action against defaulters at no extra cost to the entity.</p>
<p>Currently our contracts state that the residents will pay for the complete management of the urbanisation. Anna our lawyer says parts of this are open to negotiations.</p>
<p>If we sit back and do nothing the entity can be imposed on us without our input. We have a chance to negotiate on many points with the council because the political will is there to allow it.</p>
<p>The lawyer’s proposal is as follows;</p>
<p>1. They will quote us a fixed fee to cover all negotiations, the setting up of the entity (regardless of hours spent) and the first two years of administration on our behalf. That takes us from now until the 3rd AGM of the entity. (end of year two).<br />
The fees would be those laid down by the rules of the Professional Association of Administrators, and because of the sheer number of houses involved, less a discount.</p>
<p>2. Once up and running we will have the choice to stay with them or change to another company as we see fit.</p>
<p>3. The lawyers wish to restate that the entity will be run by the management committee.  The Administrator is only there to carry out your instructions, ensure you get value for money, collect what’s due to you from everyone and ensure you don’t infringe any laws. They do not dictate policy.</p>
<p>The fee quotation will be prepared for consideration at our AGM in early September.</p>
<p>Bob Owen asked for the lawyers to be present at the AGM to answer any questions arising. The meeting closed at 12.30. </p>

<p>It will have been noticed that the park area near the commercial sector and opposite the new health centre has been cleared.  A bench and some plants have been placed opposite the clinic, funded by contributions to this group. Apart from much of the perimeter, which has been prepared by ourselves, the heavy work has been done by Masa.  This is a great improvement, whatever initiated Masa to do it and we are most appreciative.  We now need to keep it looking good and ask for volunteers to help. Anyone interested please contact David.</p>
<p>We thought it was time to hold an open meeting to show what we are doing now, and hear suggestions of what we may manage in the future.  This will be held at Terraza Lara (Mariano´s Pool)  on the 9th. September at 11 a.m.    &#8211;    EVERYONE WELCOME.</p>
<p>We had promised another street party for the end of July.  Unfortunately this has had to be cancelled.  We hope to do something later in the year so watch this space !  These are always very happy social events and a valuable means of raising much needed funds.  We also hope to hold a fashion show (for the ladies) soon.</p>
<p>We are pleased to notice that the new litter bins placed in the park are being used, mainly by responsible dog owners.  We would like to encourage all dog owners, in the whole of Camposol to clean up after their pet.  All that is needed is a plastic bag, which can be used to remove and contain the mess.  This can then be tied shut and dropped into the nearest bin.</p>
<p>Finally, the weather has almost beaten us for now, being too hot for gardening or heavy work, so only basic street cleaning is possible for the time being, but we hope to restart with a full team of volunteers in September.</p>
